About

Westminster Bank was established in 2019 with a focus on bringing banking and international trade solutions back to business in and around the Pacific region.  Vanuatu was chosen as the head office for the Bank, given its proximity to key Oceanic markets and regulatory framework.

The founders of the Bank became aware of a number of major financial institutions closing their South Pacific operations and the consequential challenges this presented to organisations trying to conduct business across the region.

The founders initiated their application for an international banking license in Vanuatu in response this reduction of banking services throughout South Pacific and South-East Asia.

Westminster was approved as “Operational” by the Reserve Bank of Vanuatu in April 2020 and subsequently was approved as a member of SWIFT in 2022.

Westminster Bank is firmly focused on the South-East Asian international banking and trade markets, along with providing competitive investment solutions for Corporate and High Net Worth Individual clientele.

Jarrod Herring (B.Comm)

Vanuatu

20 years Banking and Executive experience with National Australia Bank Ltd in Australia, across Melbourne, Adelaide, Perth and Sydney regions. Jarrod is highly experienced in Corporate Lending, Commercial Property debt structuring, Compliance, Trade, Finance and Executive Leadership.

Jarrod is currently the General Manager of the Vanuatu Bank operations.

Ernst Kirsten

Australia

Member of the Institute of Chartered Accountants, Registered Company Auditor, registered tax agent for over 35 years and a highly successful South Australian businessman.

Neil McGachey

Australia

Government Sector for 25 years, 10 years at Executive level, later appointed CEO of a Government Department. Since 1994 Neil has run a consultancy business providing services to a diverse group of companies in the start-up and SME sectors.

Karl Kirsten

Australia

Barrister and Solicitor for 18 years. Venture Capital Fund Manager for 5 years and Australian Charity Director and Investment Advisor since 2009.

Philip Riquier

Philip is a professional Finance Sector Non-Executive Director and Advisor. Philip was previously a group executive of Bendigo Adelaide Bank Ltd, responsible for multiple banking divisions; Mergers and Acquisitions, Products, Treasury, APRA relationship, Rating Agency relationships and major technology projects.

Philip was also previously a Director of the Risk Management Association of Australia. Philip is currently a Non-Executive Director of Credit Union SA Ltd and Capital Prudential Pty Ltd. Philip’s advisory clients include Banks, Superannuation Funds and Health Insurers.

Hilton Wood

27 years Banking experience, 15 years at CBA, currently Chief Representative at Doha Bank Australia, President Overseas Bankers Association of Australia, Masters of Management MGSM.

Grant Chapman

Member, Australian House of Representatives 1975–1983, Member, Australian Senate 1987-2008. Chairman of Joint Statutory Parliamentary Committee on Corporations and Financial Services, 1996-2007, including statutory oversight of the Australian Securities and Investments Commission.

Bernard J Buncle (BCom FCA)

Bernie holds a Bachelor of Commerce from Melbourne University and a Graduate Diploma of Financial Planning  from Finsia, and is a Fellow of the Institute of Chartered Accountants.  Bernie’s credentials include over 20 years in banking and finance (ANZ, SBV, CBA, Advance Bank and Arab Bank), 10 years at the Australian Securities Exchange and 12 years in public practice as a Chartered Accountant.

Lindsay McInnis
